Post-Corona Residential Architecture

We are facing an unprecedented global crisis. COVID-19 has greatly impacted all sectors and will undoubtedly affect our future in an unforeseen way. As such, it is wise to distill some lessons from this pandemic; we have to reassess our lifestyle and plan to make serious societal as well as structural changes on an individual and government level.

We must undertake a thorough review of our urban paradigms and sprawl that we have become accustomed to during the last fifty years. As individuals, we should examine our consumption habits and specifically evaluate the form of our dream home.

Below, we outline a list of aspects that must be considered in the design of houses post-pandemic.

Minimalism:

This pandemic exposed a scarcity in resources and taught harsh lessons on saving and conservation. Thus, we must seek to achieve minimalist designs that reduce, lower, and remove — rather than add. As we move forward, our core value should be that true beauty is in simplicity and that less is more.

Small:

We must reconsider the size of our homes and seek to find satisfaction with our actual needs. It is crucial to build what fits our daily lifestyle and view the house as a means of comfort — not as a consumption item used to express social status. We should realize that the small house is a necessity to save resources and lower our energy consumption.

Privacy:

It is known that privacy is one of the characteristics of Islamic and Arabic architecture. However, this quality was gradually lost. During long hours and days of curfew, we began to realize the importance of this unique architectural trait. And now, privacy should be valued for all residents as a major source of comfort in the home.

Exterior Space:

The curfew showed us the importance of enjoying the outdoors. We thought that our equipped homes with all its furnishings and amenities can substitute the need for outdoor spaces. Homeowners previously believed that any suggestion for a setback, courtyard, garden, or balcony were merely a waste of space and signs of design inefficiency. Hopefully, the experience of the curfew will push us to integrate outdoor spaces within our homes and increase the value of gardens, yards, balconies, and roof gardens.

Healthy Materials:

This pandemic also spotlights many neglected health measures. Today, we recognize the importance of the selection of building and finishing materials. A wise selection of materials makes our homes healthier, as we learned that we need to use anti-bacteria materials and easily cleaned surfaces.

Space Program:

The curfew illustrated the importance of the design of our homes and the creation of a balanced space program. We saw that many areas in our homes were unnecessary and other needs are neglected. Maybe we have exaggerated the allocation of large areas for guest and reception rooms. We witnessed the need for important spaces for storage, kitchen, home gym, home office, and others.

Also, more care must be given to the design of entryways to create a buffer zone that breaks the outdoor from the indoor and helps to keep infections out from the living space.

Energy Conservation:

A long time ago, many architects called for the importance of green buildings and environmentally friendly designs that respect the local setting. These practices were not popular, maybe due to the low cost of energy in the GCC countries. However, after an increased possibility of power shortages — especially during the summer months and stoppage of transportation — tourism and the yearly travel of hundreds of thousands of expats currently place us in a great and unfamiliar test.

Today, we are obliged to reconsider the designs of our homes and follow passive architectural techniques, placing more attention on insulation, restraint from using glass facades, employing modern technology to conserve energy, applying alternative energy tools, and considering the recycling of water whenever possible.

Security:

Obstacles brought on by this pandemic will occur in phases, and we are posed with various challenges — some concerned with safety and security. This will lead us to design our home with high security awareness. More attention will be given to the design of doors and windows. More homes will be equipped with surveillance, alarm, and communication systems.

Finally, these are rough ideas and under development. It is likely that the upcoming days will reveal more inspirations that will help us to adapt better with our circumstances.

We will overcome this crisis, but more importantly, gain lessons and insights from this outstanding experience and emerge from it more aware about ourselves, architectural context, and the environment.

عواصفٌ موسميَّةٌ ومدنٌ ذكيّــــَةٌ

تعرَّضت الكويت وبعض بلدان الخليج العربي لموجة أمطارٍ غزيرةٍ استثنائيةٍ، حطَّمت المعدلات القياسية، وتركَّزت عند ساعات محدودة، وفاقت القدرة الاستيعابية لشبكات تصريف مياه الأمطار، الأمر الذي أدَّى إلى حدوث فيضانات في بعض الطرق والمناطق الحضرية، مما خلّف أضراراً جسيمةً في: الممتلكات الخاصة والعامة، وتسبَّب بشللٍ في حركة الناس والأعمال، وأدَّى إلى خسائر مباشرة وغير مباشرة بلغت بحسب التقديرات الحكومية في دولة الكويت إلى 300 مليون دينارٍ كويتي.

فهذه المياه التي تسيل ويتم تصريفها باتجاه البحر، تجرف معها أنواعاً مختلفة من الجراثيم والبكتيريا والميكروبات، التي تؤدِّي إلى حدوث عددٍ من المشاكل البيئية والصحية، إلا أننا يجب أن ندرك بأنَّ المشكلة الأساسية تعود إلى التغييرات الجغرافية الكبيرة التي أحدثناها، والتوسُّع العمراني، والتَّعمير الذي غطَّى مساحات شاسعة من الأرض، إذ أنَّ تغطية مساحات واسعة بالإسفلت والبلاط والمباني والمنشآت أدَّى إلى إعاقة حركة السيول، ومنع امتصاص الأرض للمياه.

إنَّ الحلَّ التقليدي هو إنشاء شبكاتٍ فعَّالةٍ، وحفر أنفاق عميقةٍ، وخزَّانات تكلِّف ملايين الدنانير؛ لمعالجة هذه الظواهر الطبيعية، و لكن -كأي مشكلة معقدة- فإنَّ هذه الأمطار الموسمية تتطلب حلولاً وإجراءاتٍ مُركَّبةً، وهذه الإجراءات المُركَّبة قائمةٌ على ثلاثة محاور رئيسية: الوعي المجتمعي، واحترام البيئة الطبيعية، والتصميم الذكي.

 

الوعي المجتمعي:

لا يمكن إقامة مدينةٍ ذكيَّةٍ دون مواطنين أذكياء، فالمواطن الذكي يُعطي أولويةً للمحافظة على البيئة، وينشِّط حكومته ويساندها؛ من أجل تنفيذ مشاريع صديقة للبيئة، كما أنَّ المواطن الذكي يدعم خطط الحكومة في إنشاء مشاريع حديثة لتطوير شبكات الصرف، وغيرها من البنى التحتية الصديقة للبيئة.

المواطن الواعي فرداً كان أو مؤسسةً تجاريةً،  لا يخرق القوانين و لا يرمي النفايات في شبكات الصرف،  ولا مانع في أنْ يقوم المواطن في المساهمة في الحفاظ على البنية التحتية، وإبقائها نظيفةً وسليمةً.

 

احترام البيئة:

المدينة الذكية تحترم البيئة وتتكامل معها، والقرارات الاستراتيجية كتخصيص مواقع المدن يجب أن تراعي الطبيعة الطبوغرافيا، و مهما يكن الضغط السكاني والسياسي، فإنِّ بعض الأراضي يجب أن تترك خاليةً !

 

التصميم الذكي:

إن إقامة المدينة الذكية يبدأ من فكرة التصميم الذكي، المبني على المعلومات الدقيقة، والفهم العميق للموقع، والطبوغرافيا، والتاريخ، ويجب أن يتماشى شكل المدينة وتوزيعها مع طبيعة الأرض وميولها والممرات الطبيعية لمرور السيول، كما يجب أنْ تضم المدن فراغات كافية لتجميع مياه الأمطار، ومساحات خضراء مفتوحة تمكن التربة الطبيعية من امتصاص مياه الأمطار، وحتى ممرات المشاة المبلطة يجب أن تنفذ بأسلوبٍ يسمح لمياه الأمطار من المرور خلالها، ثمَّ الوصول إلى باطن الأرض، كما أنَّ المزروعات التجميلية يمكن تنفيذها بأساليب تسمح بمرور أكبر قدر من مياه الأمطار الفائضة إلى باطن الأرض، ومن الحلول أن تصمم ساحات عامة ذات ميول معينة وأحواضٍ تعمل على تجميع مياه الأمطار، وتسهِّل ترشيحها إلى قاع الأرض.

المدينة الذكية توظِّف أحدث الأنظمة التقنية لمراقبة البنى التحتية، ورصد الطوارئ، وتحديد مواقع الخلل في البنى التحتية.

واليوم (إنترنت الأشياء)  وما يرافقها من أنظمة المعلومات الجغرافية التي تتيح مراقبة أداء الشبكات بل والتحكم بها بسهولة.

إنَّ التصميم المعماري الذكي يُراعي البيئة كذلك، وتكمن المشكلة اليوم في أن ما يقوم به المصممون هو دفع مياه الأمطار باتجاه الطرق أو الجيران، وهذا يزيد المشكلة سوءاً، أمَّا المباني الذكية الصديقة للبيئة تستعمل أسطحاً خضراء، وتعمل على تجميع مياه الأمطار، والاستفادة منها للمستقبل، أو على أقل تقدير إبطاء دفعها باتجاه الشبكة أو الشوارع، مما يُخفف من الأضرار أثناء فترات العواصف المطرية.

 

الإنسانُ قادرٌ على التَّأقلم مع الظروف الطبيعية، وإنشاء بيئةٍ مريحةٍ للعيش بأمانٍ وراحةٍ، كما أنَّ الأمطار الغزيرة يُمكن أن توفر فرصاً للاستفادة من المياه، و لكن لكي يتم تحقيق هذه الاهداف لا بد من رفع مستوى الوعي المجتمعي، وتحقيق احترام البيئة، وتصميم المشاريع بذكاء.

تبــــديــل “جليب الشيوخ”

نقلت الصُحف الكُويتية خبرَ نِية الحُكومة تثمين منطقة “جليب الشُيوخ” لكي يتم إِعادة تنظيمها، وتوزيع قَسائمها على المُواطنين المستحقين للرعاية السَكنية.

ويسكُن اليوم في منطقة ” جليب الشُيوخ” قُرابة مائتان و خمسون ألف نسمة، غالبيتهم من الوافدين، والعمالة المتدنية الدخل، والعزّاب من الذكور. وبعد أن غضّت الحُكومة العَينَ عن المنطقة، وأتاحت لمُلاك القَسائم أن يقوموا بالتأجير للعمال، أصبحت المنطقة مُكتظة، تسودها الفوضى العارمة.

وقد صاحب هذا الوضع بُروز العَديدِ من الظواهر السلبية والجرائم، وأصبحت المنطقة ملاذاً لمخالفي الإقامة، والهاربين، وغدت عَصية على رِجال الأمن.

ومع ذلك، ولكي نتمكن من الحُكم على القَضية بِموضوعية، علينا أن ندركَ أن هناك خللٌ في التركيبة السُكانية في دولة الكُويت، حيثُ تبلغ نِسبة الوافدين ما نسبته 70% من السكّان. وعلاوة على ذلك، تبلغ نِسبة الوافدين من الذكور70% تقريباً ، وهي نسب عالية، وغير طبيعية.

ومن المعلوم فإن الغالبية العظمى من هؤلاء الوافدين يعملون في وظائف محدودة الدخل، لا يشغلها المواطنون الكويتيون، ناهيك عن ما يعانيه الكثير منهم من قوانين العمل، وجشع تجّار الإقامات!

بالإضافة إلى ذلك، أَغفلت السِياساتُ التَخطِيطِيةُ في دولة الكُويت هذه الفئة، ولم تُوليها الاهتمام اللازم. لذلك، تُواجه هذه الفئة صُعوبة كبيرة في إيجاد سكنٍ ملائم، ناهيك عن رفض المناطق السكنية الخاصة تأجير هؤلاء المواطنين، وترفضهم مَناطق السَكن الاستثماري، حيث يسُكن الوافدون وعائلاتُهم من ذوي الدخل المتوسط، أيضا.

ومنذ عشرة سنوات ماضية، باءت مُحاولات الحُكومة في طرح المُدن العُمّالية كُلها بِالفشل ، على ما فيها من عُيوب، وما لنا عليها من تحفُظات.

إنني أكتب هذا المَقال، وأرى رُوح الكُويتي تتغير، لاسِيما في الفَترة القَريبة المَاضية، وتَحت الظُروف الاقتصادية الصعبة، تعالت أصواتُ البعض بإلقاء اللومِ على الوافدين، وتحميلهم وِزر كل جوانب القُصور في البلد.

نعم، نحن نُدرك حَجم مُشكلة السكن، ونعي ما تعانيه الأُسر الكُويتية من جراء ارتفاع أسعار العقارات والإيجارات، وطُول مدة انتظار استلام المنزل الحكومي. ولكن، يجب أن ندركَ أن الوافدين شركاؤنا في الوطن، ونحن دعوناهم للعيش بيننا، ونحن بلا شك بحاجة ماسة إليهم. فكون البعض منهم ضعفاء، ويفتقرون للتمثيل، والأنظمة التشريعية لا تمنحهم صوتا، فهذا لا يعني أن تُهملَ حُقوقُهم أو أن يُستهان بكرامتهم.

فليس من مصلحتنا كمُجتمع أن نهز أركان السُلم الاجتماعي الذي عرفت به الكُويت، ففي هذه الأيام حيث تتعالى فيه أصوات غاضبة على الوافدين، استذكر ذلك الخِطاب التاريخي الذي ألقاه صاحب السُمو الراحل الشيخ جابر الأحمد الصُباح – رحمه الله – في الهيئة العامة للأمم المتحدة بتاريخ 27/9/1990م أثناء فترة الغزو الغاشم، والذي قال فيه، وعيناه تدمعان:

“سنعود إلى كُويتنا كما عهدناها دار أمنٍ وأمان وواحة أصيلةٍ وارفة الظلال، يستظل بها كل الطيبين والشرفاء من الكُويتيين وإخوانهم المُقيمين، يعملون بِيد واحدة من أجل الخير والبناء”.

فهل نقبل بعد ذلك أن نتحولَ إلى مُجتمع مُتطرف وانتقائي يسعى لرفاهية أبناءه بينما يُعاني جِيرانه وشركاءه صُعوبات الحياة !!!

ومن الناحية التخطيطية، يجب أن ندركَ أن مُشكلةَ السكن العشوائي لن تُحل بتثمين منطقة “جليب الشيوخ”، مهما رُصدت لها من مِيزانيات، وإن هذا القرار لا يختلف عن ذلك الذي يكنس القاذورات تحت السجّادة ظنّاً منه أنه أنهى المُشكلة طالما أنه لا يراها. ثقوا أننا إذا أخرجنا العمالة من “منطقة الجليب”، فإنهم بطبيعة الحال سينتقلون إلى منطقة أخرى، وسيعيدون إنشاء نموذج “الجليب” بمكانٍ آخر.

أرجو أن ندرس المُشكلة بِتأني، وأن ندركَ أبعادها، وإنني على ثِقة أننا قادرون عل إيجاد حُلول تَخطيطية تُوفر مساكن ملائمة للمواطنين والمقيمين بكل فِئاتهم، وعلينا أن نُحافظ على وطن مُتنوع يعيش فيه الجميعُ بأمنٍ وأمان واستقرار.

ويجب أن تُبنى السياسات التخطيطية على رؤية واضحة، وأن تنبعَ من أسسٍ إنسانية وأخلاقية في المقام  الأول.

RE-PLACE “Jleeb”

RE-PLACE “Jleeb”

Kuwaiti newspapers announced the government’s intention to compulsory purchase “Jleeb Al Shuyoukh Neighbourhood”, in order to re-plan it as a single family housing area for Kuwaitis that are entitled for housing welfare.

Today, there are more than thirty thousand living at “Jleeb Al Shuyoukh”. The vast majority are made up of single male expatriates and low income workers. The government has shut its eyes to the area and allowed land owners to rent housing units to low income workers; the area has gradually become crowded and chaotic. This situation has been coupled with many negative phenomenon and crimes. The area is  a haven for illegal immigrants and fugitives, and it is now a major challenge to law enforcement.

This being said, in order to be able to build an objective opinion about the matter, we have to be aware that there is a defect in the demographic composition of the State of Kuwait, where the percentage of expatriates reached 70 % and male expats are 50% of the population. These are high and unnatural percentages.

It is known that the vast majority of expatriates are employed in low-wage jobs. In addition they struggle with labour laws and the injustice of the illegal residency merchants.

In addition, planning policies in Kuwait neglected this essential part of the population which resulted in serious challenges to find suitable housing. As in Kuwait, both single family neighbourhoods and high density investment housing refuse them. The places where medium income expatriates and families reside also do not accept them. Even the governmental attempts to establish labour cities in the past ten years have failed.

I am writing this article as I see the spirit of Kuwait is transforming. Especially under these difficult times, many voices began to blame the expatriates and their increasing of the problems of the country.

Yes, we are aware of the housing issue, as well as the suffering of Kuwaiti families due to increasing real estate prices and rents. In addition, to the extended and unreasonable periods of waiting for the provision of public housing. However, we have to realize that the expatriates are partners in the country; we have invited them to live with us, and surely we need their help. The fact that some expatriates are weak, lack representation, and our legal regulation does not allow them to express their voice, does not mean that we should neglect their rights or violate their dignity.

We need to understand that it’s not of our interest to shake the social peace that Kuwait is known for. Lately, there have been some angry voices against the expatriates. I recall a speech that was read by the late Amir of Kuwait Shaikh Jaber Al Sabah while his eyes were filled with tears, at the general assembly meeting of the United Nations on the 27th of September 1990 during the invasion of Kuwait:

“We shall return to our Kuwait as we know it, a home of safety and security and a shaded genuine oasis where all the good people; Kuwaitis and their brothers and sisters who live among them find shelter, work together as one hand for good and building”

Do we accept, after that, to become a polar society, selective and radical, that seeks the welfare of some, while watching fellow neighbours struggle with a difficult life?

From a planning point of view, we should see that the problem of random illegal housing will not be solved simply by compulsory purchasing “Jleeb Al Shuyoukh” no matter how much budget we allocate for the task. This decision is just like a man who tries to hide dirt under the carpet, and by not seeing it, he thinks that it does not exist. Be assured that once we displace the workers from “Jleeb Al Shuyoukh” they will move to another area and re-establish the typology of “Jleeb” at another location.

I hope that we study the problem closely and develop a deeper understanding of its various dimensions. I fully trust that we are able to find many solutions that provide adequate housing for citizens and expatriates of all categories to preserve a diverse country where all people live in security and safety.

Planning policies shall be based on a vision, and this vision must first stem from humane and moral bases.
